For the recruit ID thing, very few people actually set up their ships or do missions to set up while they are below level 29. So maybe you should protect people if they are below level 29 OR if they have a recruit ID regardless of level.

Good point. Reworded to "trade vessels" to remove that confusion. This means if transports or freighters take an offensive role in an engagement (Repair ships, piracy, battlefreighters, etc) they're not exempt from this rule, and it only applies to them if the described scenario happens while they're trading.
I must ask, the ID that allows battleships and such, is this saved for an official faction, SRP, or gone completely. If the last option, how can we get the HF Cruiser and Battleship if we was to set up a HF faction?
Right now the only option for an indie HF cap is through SRPs. Alternatively, you can make a HF group, go for official status, and if your request is approved you can request your own ID with cap access.

Faction IDs rephack their own IFF to +1. Only generic IDs allow flying with no IFF.

Faction creation rules are also being worked on along with faction rules.
As for faction rule 4, off the top of my head... It happened to [LN] and MM~ a couple of times back in 85, also to SCRA| if my memory's not failing me. But yea... That rule's not used that often.

It matches the refresh rate of your own screen. Disabling vSync on it's own is not considered cheating, however, if you want to do that you'll have to use an external program like Dxtory to limit your maximum framerate and make sure it doesn't go above 160. Setting the max fps to 120 is always the safest bet.
