It's not really "Gaijin Hate", that's why I made the distinction that the Katsuragi only seek to expel those foreign groups or people who they see as having "influence or control" over Kusari people or it's government, believing that foreigners themselves are generally alright, but that dealings with foreign groups should only be done when they "Benefit the Kusari people".

Sounds a lot like the Hogosha. Does your particular Blood Dragon Clan have any sort of 'neutral until proven hostile' thing in regards to hogosha?
