Is Planet Harris as a PFI base a bug?

Roleplaying out mixed remnants of Harris defence wing cooperating with BAF, blockade supplies running operatings with Bowex, guerilla warfare deep inside GRN controlled territory and such is awesome roleplay possibility for Planetform

It's not "blockade running" it's "going deep into enemy controlled space and try to dodge a mine-field only then to supply a base".

The only inRP explanation I could find is that it's simply not significant enough yet.

The forces on Harris can't form an attack on the Gallic forces at the area, for GRN it would be better to just go on and let the planet surrender once it realizes it lost any hope.
