Also they have X-Shuttles and Spatials there: some of the most fearsome civilian ships. They can't strike back, but I can see them easily keeping the Gauls from landing (as long as it's not a full force invasion strike): remember that the X-Shuttle has atmorpheric flight capability: it adds an additional interdiction layer to the planetary defense.
So basically yes, I think it's just the Planetform workers stuck there, but I imagine them valiantly defending the planet as well
