Not necessarily. The Bretonians and Outcasts have an 'understanding', to say the least. If you fly around Trafalgar, you'll see the BAF not attacking the NPC OCs, except when they demand they drop their pilot (a bug that should be fixed, I'm tired of Piranhas demanding Cruisers to drop their commanders). Their mutual enemies, Kusari and the Corsairs, have brought them together (read the story for the Fantasia, you'll see we had a deal with the Bretonians that we kill Corsairs, and get an old decommissioned battleship in return).
