I hate to say this to all the people who doesnt believe nerfing it down is not the solution.
Let me explain my vision in a very simplified method. If you recall, navy/military ID used to allow up to battleship (correct me if I'm wrong). When it was nerfed down, people in the ID with big ships were forced to either upgrade down to gunboat, or change ID.
I personally, picked Rheinland Military - anyhow, I wasnt sure what military ID allowed at all at the time, and anyway always stayed in rhienland space so really, it didnt made a big difference to me.
But, to many of the cap driver who just want to go anywhere they want farming npc and picking off vhf for fun, I believe Bounty hunter was jsut as good a solution.

When we'll have nerfed down BH ID, they will be forced with the interesting following choice:
-Downgrade to gunboat: well, it's much less annoying.
-Change to house faction ID:
Well, if the houses follow Liberty exemple at registration or get lost, these people will be forced to register to forum - because I'll bet not even 75% are registered on forum, will be forced into some kind of RP, and will be overall controlled by the ruling house faction. Plus, they won't be able to just run anywhere they want.
