Should Magelan and Cortez be added to Council ID ZOI?

Why, you ask? Hear me out here...

It makes plenty of roleplay sense, so there's no argument against that. But I'm a tad concerned about intensifying the dogpile that's already on the GRN in magellan/cortez whenever they go there. The entire field of factions can engage them there, and it's stressful enough.

Additionally, Council IDs have certain advantages the rest of those groups don't. They could cause a ruckus and actually fight the GRN in Gallia. It'd give the faction reasons to fly into the House itself and provide the Council with a seperate avenue of activity which is not shared by large factions like the LN.
