It could be a possible solution | Pirate ID/Hunter QQ

I dont like QQ and I wont start a lobby like others before who made the ID is a roleplay item again. I was thinking while I read some posts about these kind of changes, and suddenly an idea came into my mind...

So in short:

We have the Fugitive affiliation as a possible option to add as a common item into the game.
We have the ID rephacks already.

What about giving a Fugitive rephack on pirate ID what could be an option for everybody to see, what kind of guy is that on his scanner, since fugitives not something like freelancers and this could solve the QQ river from hunters.
