If you're looking purely for (easy) pews, anyways, as these ships are currently leagues ahead of most of the competition.
As has been stated, though, joining an official faction is generally not something you should do if you're looking for PvP only. For that, there's (lulzily named) indies and Connecticut.

I don't think there are any official factions out there that focus on using capital ships. Generally, they require a high rank that takes time and effort to achieve.
GRN| is a good option if you like large fights with the odd gunboat, cruiser or perhaps even Valor thrown in. Plenty of enemies, and an active list of members means there's a lot of shooting to be had.
BAF| apparently is a good option for caps as they have a semi-indie cap fleet (BAF|A-) that you can get into without ranking up first. That, and they're fond of fielding caps. According to certain people on Teamspeak, however, their fleet commanders are not the best.
