Haulers tend to buy ore from miners. You tax them as if they mined those 5k themselves. But in reality, they paid 25mil to the miner, in order to get a 50mil amount of ore to sell it for a profit of 25million.
And you demand 20 million from them.
In that case, it does not matter if they pay you 20mil and then go sell it off for 0 profit, not to mention, you might not be the only pirate on the route they are taking. It is only normal that in last ditch attempt they will try and escape to get those 25million.
They lose either way. It is not profitable for them to pay you. They almost always will try and flee, at least TRY to get some sort of profit out of it.
See the problem here? You might think that you are asking 40% of the profit. In reality, most ore haulers are simply buying ore from miners and you end up asking 100% of their profit from them. Of course they won't pay you.
EDIT: Obviously, this only works if the 5k of ore they are hauling are actually theirs. Mined up by them and now being shipped by them. Then yes. They might pay.
