Believe me these powertraders get stressed out about credits per sec. Slow them down without killing them, it's not against the rules to reduce them to a sliver of hull before making a demand btw.

3.1 Saying "Engaging" is not sufficient. An attack is any hostile action that drains shields to less than 50%. Being hit with a CD is not considered an attack. If a player is attacked he has the right to defend himself regardless of who is attacking.

I'd be careful there though. You may not be able to destroy them without making a demand, so its true you can slice into them. But you can't 'attack' them without RP either. After you bring them down past 50% shields without any RP I'd say you risk pvp abuse.
