I have, in my many travels as a trader, been disappointed by pirates, or the lack of pirates in my case. I rarely seem to encounter pirates, but the few i have encountered RP'd well and were good experiences.
on the flip side, i tried pirating for a short while. I had 1 trader actually stop and RP with me. For actually RP'ing, i only charged him 1 mil which he happily paid.
The rest of the traders i tried to pirate, just stayed silent and kept thrusting.
To put it in perspective, i got more RP from an indie LN LABC and an indie LPI fighter. (i managed to RP my way out of the situation without being blown to smithereens)
So, as someone said earlier, its a vicious cycle. the 10MILORDIE pirates (and i actually dont think there are that many) cause traders to QQ and become silent traders. the silent traders then frustrate the pirates who actually RP, which leads to more pirates going down the bad route.
but then, IMHO, both 10MILORDIE pirates and silent traders should be cracked down on. the carrot and stick approach comes to mind.
