There is a topic raising issue of mining: Here and it could work only on under one condition, this was already discussed in that thread, that is incrasing prices from mining goods. In my modest opinion it could incline people to mining and fallowing on from that develop RP around miners and possible creation of mining faction with the full meaning of that word.

Now I dobut that there is even a couple of real miners up there in the whole Sirius.

Dunno if it's possible to "mine" h-fuel, never found any asteroids field like this. But my vote goes for it.
