Tag non-faction group

With the current (understandable) state of independent Zoner:s Zonerishness being in doubt, I have proposed to create a tag for Zoners recognized by the Zoner Council. This would be no faction, just an indication of recognition, and the rules I intend to propose to the Council are the following:

1. That the Council award the right to use the tag {IZ} to all Zoners that are voting members of the Zoner Council and not members of any faction, and any Zoner that would be allowed as voting members and are registered but have not taken their seat.

2. That bearers of said tag are required to live by the Zoner code, and take partake in any conflict unless one of the sides have officially declared Zoners their enemies, are in the process of attacking or threatening other Zoners (//including NPC), or are in the process of attacking or threatening Zoner installations, Freeports or planets.

3. That violators of these rules, as well as anyone using the tag without being a registered Zoner recognized by the Council, are considered persona non grata in Zoner controlled space, and on Zoner controlled installations, Freeports and planets.

4. That violators of these rules, as well as anyone using the tag without being a registered Zoner recognized by the Council, are to be considered fair game by the Council and are not protected in any way by their apparent status as as registered Zoners until the Council decides that the offender has been rehabilitated or the tag is removed.

5. That offenders according to (3) and (4) are published by the Council to the other Sirius factions through public channels, to make it known that they are not protected by their apparent status as registered Zoners.

6. That any Zoner registered accoring to (1) can at any time choose to remove the tag and thereby not be bound by these rules from that moment on.

Now, would this constitute a faction, or could this be done without creating a new faction? If it is decided, there will be no leadership, no fees, no obligations apart from the neutrality stated in (2), and it would be managed through the Zoner Council, which is an association of Zoners and Zoner organizations.
