In simple terms, what it means is that if you're able to take aimed fire downrange at a target at 100 yards, a full magazine of 20 shots from an M-16 should all be within a circle of between 1 to 3 inches in diameter, whereas with an AK the circle would be 3 - 5 inches in diameter.
From a real world perspective, you have time to aim and the only thing you can see of your target is his right upper arm. You aim center of mass, and chances are you're going to hit a chunk of his arm if you're firing an M-16, whereas with an AK chances are you're going to miss.
That's of course firing semi-automatic. You fire anything handheld like this fully automatic in more than a 3 round burst and you're just shooting into the sky.
