I would say you do your homework and look for a sign of weakness you could use for leverage power against that individual.
Contact them and work out the specifics of your dirty little deal.

You could either go about it by working with members of parliament directly or through their support network.
For instance I know Samura is willing to form some closer ties to Liberty due to being in a weakened position in the new Republic.
It is only a matter of time till we start trying to play the pro-Gallic angle in regards to the Republic and Liberty's need for a friendly pro-Liberty movement on their northern borders.

I am sure individual members of Parliament would have a wide array of different levels of cooperation depending on who you talk to.
