Before you can begin actively recruiting on the forums for a new faction, the faction must be first approved by the admin team first.

I am also assuming that you have read all the faction creation rules, and have the necessary number of players wanting to join the faction. If this is the case, post a faction request form based on Dusty Lens's Sample Faction Proposal stickied at the top of the page of the link I gave you.
