There were plenty of Outcasts capships, which attracted Corsairs to make raids to Alpha. In the answer Outcasts raided Gamma.
Those actions attracted people to make Corsairs chars, which attracted Hessians to attack them and raid gamma.
Some bored sairs looked for job and attacked Zoners, what led to wars and more action.
Gold in Dublin plus corsairs pirates, inspired people to make Molly chars. Action caused more actions.
Now Gauls are near Liberty. There is still war with Rheinland, so Liberty capships have plenty of opportunities for pvp, so people move more to the center. Liberty was always primary spot but now it has more action than anytime before.
There is peace in Taus. Distance between Oucasts and Corsairs is far bigger now. Buffer systems make their role - separating enemies. Raids are difficult.
Explosive gas clouds in Sigma 13 are not good fields for battles. There are less Outcasts, and they can move to Liberty, where they can pirate and fight.
Most people on the server have huge pockets of money. They don't need to trade. So there are much less traders. Because people don't have to trade, which is borring, they looking for other possibilities, eg. pierating or fighting.
Add to that, the trade system was changed, and smuggling is not as lucrative as was years before.
Being Corsairs means nothing really to do. No traders for pierating, no enemies to defend Crete, smuggling is booring. No annoying zoners for hunting.
Corsairs were left alone in the south of Sirius. People abandoned their caps and moved to Liberty. Corsairs died and Omicrons and Omegas without them are empty.
