Make it easier to kill them.

It says everything.
Make it possible to destroy POB's easier. Even with a larger bomber group.
Then, factions, which do not have capitals, could do something about POB's.
Might even improve gameplay between Player Characters, when there is a need to hire some guns.

This is questionable and I understand why devs don´t want to do that. When something needs tens of hours of building (I mean level 3 or 4 base), why it should be destructible by swarm of bombers in three hours?

What should be changed though is lowering the consumption rate during building, what will make building slower. It will prevent shielded bases popping up in ridiculous places like capital planets orbits over night. And locals (be it lawfuls or unlawfuls) will get more time to react and kill the base whem it is just level 1.
