Why aren't player bases restricted to factions?

as it seems most people breezed over this, ill point to it.

why arent POBs restricted to Factions? Now, to avoid a few randoms "forming" a faction just to get bases, make them only for official factions AND trusted, proven unofficial factions.

im sure some while QQ about this, but seriously if POBs are restricted like suggested above it will give factions both activity but also allow for RP with other factions.

and it stops random lolbases popping up overnight.
