Well, although there would be some tedious work involving ship files (err well lots of tedious work), I don't think a complete wipe or roll back is needed to remove Gallia. While only one admin can use the desk at a given moment I do believe a temporary staff of members with in-game admin commands can work at helping clear out all the player ships in Gallia before the deletions. This would require a lot of communication to the community as well but even the most obscure rarely used playership can be found and moved out.....ever so tediously.
