Patently false. Gallia is not the main development focus for 4.87, but rather the catalyst for it. 4.85 introduced Gallia, 4.86 expanded it, 4.87 uses it as a tool.

I'm going to go out on a limb here and say that I don't think any changes have touched Gallia for Update 6 at all and the main focus of the patch is Sirian factions and fixing broken gameplay mechanics. (post-edit: I'm wrong -- I think we've removed four dead-end systems.)
You seriously have no idea how much work has gone into everything between 4.85 and now. Removing Gallia from the mod would waste five years of work shared among several dozen people and most certainly be the oft-mocked "final nail" sealing Discovery's fate.
There are many more productive things you could be doing right now to try and spark activity in places that need it. Whining about Gallia isn't going to do jack.
