How about leaving decisions of what happens with Zoners to people who:
a) Actually play as a Zoner
b) Have not pushed entirety of NPC faction towards current status through multum of "revisions" and poorly thought of development choices over the timespan of entire mod?

The easiest solution is to force gallia to attack zoners, to justify a new culture to the zoners, to be more aggressive

Perhaps you should not push your "logical" ideas, considering you are part of the problem?

Stop talking on behalf of The Order as you have long time ago proved you know nothing about us. Zoners do not build competitive fleets and neither The Order made those caps for them. Zoners allied with The Order to protect their edge world settlements as alone they would face pretty much extinction on hands of Nomads or other sinister things.

Zoners by definition have no central government and strive to keep it that way.
