That looks interesting, although it seems like another overreaction from IMG's side when you were reminded hole to O9 in O7 is inside DHC fields and you should ask for permission if you want to use it.
As for the O-9 itself, it indeed is another useless buffer system and should be deleted, same goes for mining fields - there's no need to spread out mining fields on the server even more, I doubt it'd be good idea to make yet another mining system. But the "Wild West" idea seems to be nice to roleplay it out, I'm looking towards that whole mess
