They may have reserves Haven, but they're also fighting an active war against Gallia and a on-off war with Rheinland. Eventually those Fuel-Reserves will be drained from various deployments and operations, even patrols will drain their reserves. Not to mention their Corporate traffic that uses H-Fuel.

It's not Liberty peeps who started the fuel-reserve-out-of-my-pants trend, after all:

Let me be clear, there is no "new offensive." The KNF is being sent into the Sigmas to protect civilian shipping and Planet Kurile. This is not an offensive operation, we are not looking to attack bases or holdings in the Sigmas, we are defending our citizens, which is the highest responsibility of any government. As I said, we have 2 years worth of Hfuel reserve, for the KNF, KSP as well as to ship to Rhienland as per our current deals. At the moment there is no need for any rationing, and we hope that the GMG will come to its senses well before that ever becomes a problem.
As for export restrictions, the Council of the Risings Suns is discussing that along with other issues at the moment.
