Oh look, in that case the only effective thing for fighting a Solaris boat would be - surprise surprise - another Solaris boat.
At least that means that cruisers and such would have an easy time, right?
Oh, wait, no they wouldn't, because Solaris boats are also extremely effective against capital ships.
The only way this could work is if gunboats with other loadouts were made viable again. Currently, Solaris is king against all snubs, other gunboats, and does respectable damage to cruisers, battlecruisers, battleships and carriers as well.
At least with the way things stand currently, a few bombers can take down a Solaris boat with SNAC rams.
