Admin Notice: Rules regarding Player Owned Bases

Rules regarding Player Owned Bases:

• Core One
    - Players are not required to role play prior to building a Core 1 base
    - Players are not required to role play prior to destroying a Core 1 base
    - Name, location and IFF of bases are permanent

Discussion: This will allow players to have their toy without being forced to have a forum account. Also, choices made regarding the base become permanent, name, location and affiliation specifically. If players/factions wish to keep their Core 1 bases intact, they will be forced to either hide them in remote locations or make deals with other players to stock, and or, defend their base. Role play may not be an actual rule requirement for building them, but players may find it necessary to RP with others in order to keep them from being destroyed. The community, by it's nature, will destroy any POB's that are foolishly placed. This strategy becomes even more effective once the POB's have been nerfed.

• Core Two
    - Players are required to post the name, IFF, system and purpose of their base in this subforum prior to becoming Core 2. These posts remain invisible and are only accessible by the server staff.
    - Upon posting their existence, base owners will receive, from the admins, a set of 'blueprints' which is required for their upgrade. Blueprints are non transferable and will be absorbed in the upgrade of the base.
    - Before a player/faction attacks a Core 2 base (or higher), they must role play either in game or on the forums and provide the link to this RP in the Declaration thread.

Discussion: Core 2 bases are much stronger, and therefore require more responsibility on the part of the players. Core 1 allows the player a degree of anonymity, but once they reach Core 2 they have to announce their existence. (They don't have to announce their exact location, so they can remain hidden, if desired.) Once the player's base has reached Core 2, all potential attackers must abide by Rule 3.5.

• Core Three
    - If player/faction wish to upgrade to Core 3, they must file for a request in this subforum. In the request, they must provide more detailed role play and have demonstrated responsible behavior for at least one month as a Core 2.
    - Once approved, base owner will receive, from the admins, another set of 'blueprints' to upgrade their base. Again, these blueprints are non transferable and any abuse will result in loss of base.

Discussion: Core 3 bases are for players/factions who have acted responsibly and have demonstrated a degree of role play with their base. Things Admins would consider in its acceptance would be:
Are they using it to grief others?
Is its location killing faction activity?
Is there any roleplay involving it?
Is it fulfilling it's stated purpose?

• Core Four
    - Players/Factions that have proven responsible and productive role playing members of the community for at least two months as Core 3, may request to have their bases upgraded to Core 4.
    - Once approved, base owner will receive, from the admins, another set of 'blueprints' to upgrade their base. Again, these blueprints are non transferable and any abuse will result in loss of base.

Discussion: Core 4 bases are the highest level bases that any one player/unofficial faction may attain. They are for exceptional role players who have proven to be valuable members to the community. There would be no need for an additional SRP request, just a review of the old one to determine if the player/faction is living up to what he applied for. Additionally, any problems resulting from this base would manifest themselves by this time and would be considered before Admin approval.

• Core Five
    - Official factions that have proven responsible and productive role playing members of the community for at least three months as Core 4, may request to have their bases upgraded to Core 5.
    - Once approved, base owner will receive, from the admins, another set of 'blueprints' to upgrade their base. Again, these blueprints are non transferable and any abuse will result in loss of base.
    - With the upgrade to Core 5, wear & tear damage on the base will be disabled, and owners can further request the removal of FWO consumptions through a special roleplay request.
    - Only one Core 5 base per official faction is permitted.
  

Discussion: Core 5 bases are a perk for official factions. They must demonstrate responsible behavior and exceptional role play activity. As with Core 4, they do not need to file an additional SRP request, but simply have the Admins review the old one to make sure that everything is occurring as stated. Admins will be careful to make sure that base owners are not abusing/trolling others with their toy.


Additional discussion: There are already Core 4 bases on the server right now that will have to be grandfathered in. The staff does not wish to take away something that players have already worked hard for. These rules would apply to any future builds/upgrades once this rule set has been posted.
