Yeah...highest sell points AREN'T supposed to be at NPC bases right next to the fields the ore/commodity is mined in. Texas needs adjusted, methinks.

Highest Scrap sellpoints should probably be in Inverness and Koeln. Puerto Rico and maybe a few others should be "middle road" sell points.

I don't understand this argument very well at all when Player Bases in mining fields will buy ore for a higher price than the NPC bases currently buy scrap metal. I assume this would also be outlawed?

No it's not. Scrap mining is now hideously imbalanced, an unintended side-effect of this change. It will be rectified as soon as possible.
