Considering the past, I can't see a reimbrusement happening. The only suggestion I can give is to keep the current ships at the same pricetag as their current capital ship versions so that the current ship owners can sell them off to other players, who will want to buy them after their implementation.
The only issue that arises from this is that you will have to make those ships live up to their pricetag in that case.

Though I will need to call you out on this one. All of the above mentioned players did not LOSE their assets. They were modified.
Rogues lost their LF, but it was a relatively small ship to replace. Not to mention, they got it bumped up to a HF, which was pretty same in terms of gameplay and in-game use. Corsairs got their ships replaced with a different model, if you are talking about the M24 and the Huntress. They did not have their ships replaced with a completely different type altogether. Hackers lost their battleships and cruisers, but at the time those were very, very rare. I did not have one at the time, so did not follow the whole situation, so I cannot comment on it. Chances are that yes, that example is true. IMG, however, got their BS moved to a different ID. An ID which was made public and shared the same ZOI, and reputation as the original.
