Hello there. Regarding the first question, I can't provide much input about it. I guess zoner arts of diplomacy are a mysterious thing, and I better leave that to people more well versed in the subject.

However, the second question is simpler. Since the game structure is made in a way the each item in the base has one pricetag, that price is effective for all buy/sell operations with that commodity. You can change the price in Pob, but can't split it in any way, as you wish to do so. I think that the game structure (the game engine) does not allow for any changes regarding this.
