I just can't see how neutrality can be maintained, but I still have a lot to learn.

The base also has a faction affiliation, so if you give it a Zoner affiliation then it will be neutral to everyone that Zoners are neutral to. Which is basically this:



So the base will not fire on anyone unless they are red to the Zoners-- which is pretty darn neutral.

If you make the base dockable to lawful and unlawful alike, which seems to be what Zoners would do, then there's no reason for anyone to fire on the base (which is the other way to get a base to fire on you).

If they do attack the base, the base defenses will quickly destroy them or chase them away. Just try approaching a lawful base in an unlawful ship and you will see.

So maintaining neutrality seems to be pretty simple in this case.
