Discovery wasn't really developed with this sort of 'realism' in mind. Factions got capital ships/ship lines arbitrarily, depending on who had friends that modelled ships (CR for example). Then at some point, to make it even, pretty much all the factions got their own cap ships, except for the less popular ones (such as the Budschuh, Gaians, GC, etc.).
