BD, for ones, had the Togo for a long while, but before 4.86 it used to be SRP only. I really see no reason why it shouldn't have kept this way.

As for BHG|Core, I agree that their low amount of resources shouldn't let them have free access to caps, and those should be SRP only.

Though, again, I am in general favor of battleships being free to use only by house navies, other larger criminal/revolutionary groups having BCs, medi-core sized unlawful groups up to a cruiser and the rest with GBs or smaller (in terms of combat ships, that is).

Note that this doesn't include SRPs, I am all in favor of giving the ability to SRP bigger ships for ALL factions, given sufficient RP.
