Imo, we should look for attractive gameplay.
a) This is your personal opinion, and there's quite some players that enjoy the snubfights over the capfights, to who the snubfights are a lot more -fun- as to you, or as you even might consider being worth to be accounted for in your equation.
b) Not all factions do need captial ship warships. If you wish to play, and have your personal fun with that, a capital ship, then create a character and RP within a faction that actually will still have access to capital class warships.
c) For the snubpeople, which you seem to forget, it is a pain to encounter everywhere and anywhere everyone in their capital class warships, most of the time. There's still enough snubfighters around to compensate for that, yet it's still a vast difference if another snub or a capital class ship join into a fights.
