This is pretty much false, considering that on Discovery, PvP is a key component of the roleplaying environment.

Then according to RP the Liberty navy already owns New Berlin.

Or whoever it is that's winning the capspam battles at the moment.

No, because who wins in a IRP PvP is just as unimportant to the gameplay of rest of the server as carefully written 100 page RP stories about pink ponies and furry Juggernought captains.
