Compared to the rest of Kusari...less hostile.
The Blood Shogunate, considering their history (which will be posted soon) are more traditional than the other two and share Kusari's general xenophobia. However the Judgement Shogunate understands that Kusari is weak because of this, trade and interaction with foreign groups is a necessity in order to maintain a strong backbone for the Dragons. The Shadow Shogunate sees the logic in this and they support interaction with foreign groups, yet as is their duty, they keep an eye on them as they do everyone.
So basically, the -faction- in its entirety aren't xenophobic and would make deals/alliances with foreigners. However inRP and ingame, the Blood Shogunate members would look down upon foreigners, the Judgement members wouldn't differentiate them with Kusarians and be more...friendly compared to a Blood member. The Shadow members would simply be distant and seemingly non-caring, as they are to anyone outside of the League.
