I actually made such faction like 3-4 years ago.After some fails in admin interpretation, sanctions/rep adjustments and tons of QQ we found out that the OORP approach is a way better. The game is old and does not allow flexible reputation system.
The main problem is that if you get FR5ed everywhere and you would be within a month or so after you get your status since sadly this is how disco works, you would be not much different then the rest of unlawful factions.
My Diplomacy tip is to make a bargain with at least 1 house- you does not pirat their official faction transports and in return they forget to FR5 you. Also you can report rival smugglers so the said house can FR5 them or snitch on other pirates altogether with doing dirty business/spying for the said house. As result you would get market for your goods without the need to go OORP and use lets say FL IDed/ neutral named not FR5ed junkertransports in order to sell. Also the hypothetical house border systems would be good hunting grounds for you.
There would be always haters- the topic is full of it, however the junker ID is hot potato, you can burn yourself easy with this one.
Sadly due to limitations of the system running OORPly with different names without tag doing your stuff is 100 times more beneficial then making official faction, so I admire your courage and wish you luck.
