How do we measure roleplay quality in-game and on the forums?

Can't really measure quality as it's subjective, but this is kinda related to something else I've been tossing around my noggin.

Forum "roleplay" with a pre-determined outcome isn't roleplay, it's collaborative story writing. Once you determine the outcome you remove any dynamism the encounter may have had because it becomes linear in nature. Dynamic encounters and all that.

Once upon a midnight dreary, while I pron surfed, weak and weary, over many a strange and spurious site of 'hot xxx galore'. While I clicked my fav'rite bookmark, suddenly there came a warning, and my heart was filled with mourning, mouring for my dear amour, " 'Tis not possible!", I muttered, "Give me back my free hardcore!" ... quoth the server, 404.
