PoB changes (I'm confused)

Then there is no point in building a PoB and all that it has to offer.In that case,any PoB that is located in Omega 3,for example,can be popped up by a group of Sairs on a "QUITE" day when the majority of the community is busy with RL needs,though the PoB owners might have RPed and got the assistance of other Lawfuls around.Given that the PoB are owned by a group of 2/3 people who cant defend it with the firepower needed.
