Hm, wrong. Hogosha leaves Kusari.. Their main destination is Luxury Liner Hawaii - where they buy Artifacts from Corsairs.
They also leave Kusari to pirate Smugglers/Traders in Taus or even Leeds (trough the JH).
FA on another hand doesn't leave Kusari.

Hogosha is probably the most successful smuggling organization in Sirius - next to Junkers.
So, it really makes sense to ask Hogosha for some smuggling favors, and give them something in return.

About Kishiro - Samura.. Well, it might be that way also, yes.
Problems in this RP will occur if [Kishiro] traders decide to RP it differently.
They report AFA to KNF, who of course believes Kishiro over Samura, because it's traders are in Kishiro.
But in RP, Samura should deny it, as well as AFA. Kishiro should complain, but nothing could be done legally.
KNF wouldn't react on AFA or Samura.
But, Kishiro can also place bounty on Samura traders..

If you [Kishiro] guys RP your Kishiro traders separately from your KNF characters - there shouldn't be a problem.

You are making it sound like Kishiro and Samura would shoot each other....

Well, they would love to shoot each other, yes.
But they can't, because they are keeping it behind the stage.
It's all nice and white on the surface, and they want to keep it that way.

The reason why I said that it would make more sense for your traders to be Samura is because Kishiro has no real power in Kusari government.
Samura has, they have their share in ruling over Kusari people.
And since KNF are connected with the government, it makes sense for you to fly Samura tagged traders.

P.S - government = shogunate.. That's what I meant.
