The balance team would like to thank those who dropped their opinions in this thread, voted, and/or helped test this idea ingame.

After doing some trial runs on a test server provided by Treewyrm (thanks for that), we've decided against this idea. The original idea turned out to have a few unpredicted side-effects for fighter combat during the testing, and since the change was far more drastic than expected, we've decided to go with the "don't fix what's not broken" approach and keep things regarding regens as they are, rather than going for this idea and then trying to make the appropriate (load of) adjustments required to make it work properly.
