Tel, in all honesty, why are you comparing Dark-Wing`s problems with former Hellfire group with the current vanishing of all corsairs and Outcasts?
Outcasts / Corsairs - NPC faction open to all since ever
Hellfire - former closed faction that did not have indies at all.
So, coming back to topic: I think there are two reasons why this has happened, and that is that too many players on the server have an attitude that I can describe best as "You bad guys, leave me alone in my sandbox!"
Many players back in the days were annoyed by the huge amount of raids, which lead to many complaints. With the upcoming of POBs, they thought that a near invincible base with a load of weapon platforms could stop those raids so they could all play mission grinding till kingdom come. That solved the "problem" only to some kind, so that lead to even more complaints.
Which leads us to problem 2:
As a result, devs have put in a few buffer systems to make sure that raids are not that sudden. Though the combination of long flight times and jumphole blocking POBs annoyed the attackers. Result? Decline of raids.
At first the complaining players were happy as they could keep on mission grinding all day. Only a few people actually realised the true danger.
Over time the players that grinded missions all day got bored. Day by day.
And they thought: Meh, nothing to do here. Why does no one attack us like in the old days?" Well, they looked for the former raiders, but those had vanished, because they were either too lazy to find a solution for themselves or just gave up set up a solution with the attacked players in order to have fun on both sides.
Sorry, if some people feel offended by this text. It describes something that I have witnessed in many areas on the server, not only for the Corsairs / Outcasts.
The same could be applied to some degree to the former LNS / Order fighters in Minor / Alaska.
