Faction leaders who are willing to lend a ear towards organizing and facilitating RP arcs are already well known to most other faction leaders and vice versa, with faction leaders not willing to do anything to damage their own view of their faction not getting much in the way RP dynamism. It's different ways to play the game, personally I don't see how anyone can live with the same old groundhog day for a million years, but I am not judging.
