Unrestricting piracy for caps is handy and helpful for new players that are noob enough not to be able to pirate in bombers/GBs/Transports.

It's more complicated than you thing. One simply can't pirate transport in cruiser because cruiser is 30ms slower than transport.

If the new players had to walk the walk by repping their own ship

Restarts are good, cause players shouldn't grind anymore to get *desired faction here* guard rep. Doing missions have nothing in common with interactions and roleplay.
