Nope, unofficial factions function on their own, unless they break lore and cause trouble for the official factions, wherein some of the times the admins have to step in. Also, only official factions have monopoly over bases, systems and such (I guess so, correct me if I am wrong). But that doesnt mean that they can OORPly do things to deny other factions of the same NPC affiliation and put restrictions on them, unless something they do which can be justified via RP.
