Bring back faction activity checks

Bring back faction activity checks!
They were the only thing that motivated factions to try and maintain a consistent logging time. With this gone, we've seen a decrease in the presence of factions on the server, which in turn means less players are logging onto the server.

If we bring this back, give current factions a month of time to build their presence back up again. I agree that doing a faction activity check whilst some factions haven't logged on (due to having no forceful push to keep them logging) would be cruel as they haven't had a chance to build up their activity again.

People may say disco is dying therefore a faction activity check is pointless. That's still no excuse to maintain a lazy attitude when player factions are meant to be representing NPC factions and maintaining a good standard. And if you don't want to log, then you should part from your officialdom. As harsh as it sounds, it's the ugly truth.

Why faction activity checks were removed in the first place was beyond me, clearly this change hasn't had a constructive impact on the community and the mod in general.
