Their fun mutually depends on their opponents logging in too. So, we cant blame them really. Its a cycle of activity, when one initiates, a group follows and when one fades away, the whole cycle falls apart. Like the Delta case, where the AI log in now, and that has made the TBH and other corsairs log in frequently. (The corsairs were branded dead, only some weeks before that)
So, every faction needs an initiative from other faction, or other indys to log in and do what they do. Trade, mine, raid or whatever. There can be storyline changes that might make them log in more. Tech changes, ZOI changes, or even a remote commodity change that will spur up their activity will do. But there are not enough people to sit down and discuss with the leaders od the inactive factions as to what they want, what would make them log and what would make them have fun.
Analytically approaching this situation is better than just forcefully making them log in. Also, it might be useful to discuss with said faction leaders/HC members. Like, what made them so active few months ago. What made them log in everyday. And what made them one of the most active factions. Just a month or two before, I saw Reavers and KNF at the top of the activity list. Now, they are with less than a days acitivity.
So, analytical approach, discussion with faction leaders, a bit of patience from the devs or admins to listen to their concerns and what made them active in a past period of time, might yield some better results than activity checks. After the situation has been cleared out, they can resume activity checks.
The biggest problem, as I see it, is that everybody seems to be waiting for somebody to make the first move. GRN doesn't log because BAF doesn't log on the other hand BAF doesn't log because the GRN doesn't log (this is just an example and it is not me having a go at these Factions in particular. You could insert other Faction Names and get the same result).
If you watch the Server Activity closely, if GRN/RNS appears then suddenly BAF/CR/Outcasts appear and vice versa. It is a vicious circle of events. Most seem to log when the Emergency Chats light up. As soon as the problem has been dealt with people start logging off.
In my opinion what needs to happen is that the Official Factions need to be more proactive and log even if there is nothing really going on. Show the Flag etc. Most people seem to dislike Liberty but it breeds activity in that area. Outcasts/LR/Pirates log and so does a pile of Indy LN ships and vice versa. Official Factions need to get off their laurels and earn their right/keep their right to be Official. Being Official means that you have a duty to be 'seen' in Game.
As another example a big Corsair contingent appeared in O-3 recently and suddenly other Factions were logging to RP/Engage with them.
Stop waiting for others to log and bemoaning that nothing happens anymore because guess what?
Everybody else is doing the exact same thing.
