Are these engines only for snubs? Or for everything that can mount an engine?

As far as I can tell, anyplace that sells engines of a particular 'line' sells engines of that line for every ship class that is capable of mounting engines.

For example, if I go to Kusari, every base that sells kusari-style engines will have one for lf, hf, bomber, freighter, transport, gunboat.
