So, because of pretty much complete inactivity of the LPI, Liberty for now is a smuggler heaven. Even if some pilots from LN are active, they don't even bother scanning ships and seeing if they haul something forbidden. You can seriously fly near Norfolk with Junker Pirate Train loaded up with Cardamine and they won't even bat an eye. Even pirates have much better days in Liberty right now.
I was talking with a few people and asked them before posting on the forums, and they agree with the above. So I was thinking about making a quasi-lawful faction of the Vigilantes. Since the pirates should really get their asses kicked, we would be a lot more merciless than regular Police. No taking fines, either you drop cargo or get blown up. In case of bigger transports (I think 3,600 and bigger), there would be no talking, similar with pirates.
I've already written a bit of lore, but I must work on it a bit more, but here's a little snippet of faction overview:

Somethings that probably will be asked: How is this different from BHG?
We will have a few transports used for depositing the dropped cargo, so we won't work for money but for JUSTICE.
How is this different from LPI?
LPI requires to much effin' around with the pirates, during which they usually run away. Also, they mostly use Liberators. >_<
TLDR
LPI is inactive, so we need something to blast smugglers from Lolberty.
