So if you fly with, say, 2K of cardamine, you will be kindly asked to drop your cargo and blasted only if you don't comply. If you fly something bigger than a Freelancer ID can handle and have contraband, you get blasted anyway. Some cargos, for example Slaves (this is not really the best example, because Lolberty exports them) will not be under this rule for obvious reasons.
You can´t simply destroy big smuggler with any ID you mentioned. You have to RP and make demand before you attack and using LPI ID you really can´t "execute" somebody who is willing to cooperate, that is allowed only to Terrorist ID I think. Sooner or later admins will slap your fingers. You probably have to drop this idea.
